Red Wing City Engineer Owens Recognition

Greg Taylor

Following a public reception for Jay Owens on Monday, April 22nd, the Red Wing City Council presented him with a plaque recognizing his 29 years of service to the City.

Owens has served as the Red Wing City Engineer since 2004, and announced in March he was leaving his job after he accepted a position with MnDOT in the State Aid Division.

Council President, Kim Beise, read a few of the many highlights of Owen’s career, including the main street redevelopment project, Eisenhower Bridge of Valor, Old West Main redevelopment, and the Sturgeon Lake road and overpass project.

Owens, a Red Wing native, says it was a difficult decision to leave, and when he was hired by the City in 1995, he had no idea his career would span almost 3 decades.

April 22nd was the final Council meeting for Owens, who has started his new job.

In other City Council business that evening, Michael Johnson with the Red Wing Sustainability Commission, presented Carol Overland with the 2024 Jay McCleary Sustainability Award.

The award recognized businesses, organizations, and individuals who have worked to advance sustainability and promote environmental awareness in the Red Wing area. Johnson noted Overland’s body of work, professionally and personally, promoting sustainabilty and environmental stewardship.
