Red Wing City Council Levy

The Red Wing City Council approved the 2026 Budget and Levy Monday night after a discussion brought the levy increase from the proposed amount of 3.45% down to a 3.2 % increase.
The proposed levy and budget reflected the input and direction provided by the Mayor and City Council from a total of eight public meetings and budget workshops between June and November.
The City Council established a preliminary levy of $28,609,693 which represented a $1,361,642 (4.99%) increase over the prior year’s levy.
The preliminary levy was adopted on September 22 and was utilized by Goodhue County to prepare the proposed property tax statements delivered to each taxpayer.
First Ward Council member Kim Beise said he was satisfied the process worked to keep the levy low, especially considering the increased cost of running the city, insurance, payroll and inflation.

The Council chose to shift $68,100 from the Capital Project Reserve Fund to the General Fund to lower the increased levy from the proposed 3.45%.
The final proposed 2026 property tax levy, $28,119,909, represents a 3.2% increase ($871,938) from the 2025 property tax levy of $27,248,051.
