Plainview Council Storeage Tank

Plainview’s City Council on Aug. 12 approved authorization for contractor bidding for rehabilitation of the City’s existing 0.5 MG (0.5 million gallons) elevated storage tank and construction of a new 0.1 MG (0.1 million gallons) elevated storage tank (for gas dissipation of Well No. 3).
The Minnesota Department of Health (MDH) has reviewed and approved the project plans and specifications.
The City is pursuing local financing for these projects by issuing a municipal general obligation bond in consultation with David Drown Associates, a Minneapolis-based financial consultant, according to the Plainview News.
Local financing allows the City to avoid requirements for prevailing wages and Build America, Buy America (BABA) compliance, and is expected to result in lower annual debt service obligations in comparison to funding through the Minnesota Public Facilities Authority (PFA) Drinking Water Revolving Fund (DWRF) program.
An anticipated timeline includes the opening of public bids on Sept. 16, awarding of a bid by the City Council on Oct. 14, execution of contracts in October and November, and work on Project 1 (the existing elevated storage tank) from March to June of 2026, and Project 2 (construction of the new elevated storage tank) from March of 2026 to September of 2027.
