Xcel Energy Red Wing Air Permit


The Minnesota Pollution Control Agency (MPCA) is accepting public comments on the draft air quality permit for Xcel Energy – Red Wing Generating Plant now through Thursday, March 9th at 11:59 pm.


The Plant in Red Wing is a waste combustor that generates electricity. The facility’s main process is burning refuse derived fuel in its two boilers.


The draft permit is an agency-initiated major amendment of the facility’s air quality permit to update operating parameters and testing dates based on the most recent performance testing and does not authorize any construction or new emissions. 


An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant.


The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, record keeping, and reporting.


If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
