Wabasha County Commissioners last week approved a Conditional Use Permit for Todd and Cheryl Jackson, who submitted a CUP application to transfer dwelling density from one parcel to another in West Albany Township. Â
Each parcel is zoned Agricultural Protection District (A-1), wherein dwelling density transfers are permissible by way of a CUP under Wabasha County Zoning District regulations.
The Plainview News reports the County Planning Commission conducted a public hearing on Sept. 23 to hear testimony related to the request, and voted 5-0 in recommending that the proposed CUP be approved with two conditions.
In County staff’s suggested findings, the purpose of this district is to maintain, conserve and enhance agricultural lands that have been historically valuable for crop production, pastureland, and natural habitat for plant and animal life.Â
The district is intended to encourage long-term agricultural uses; preserve prime or productive agricultural farmland, forest lands and natural resources; and stabilize public expenditures for public services by restricting the location and density of non-farm dwellings and other non-farm land uses.Â
Residential development may be allowed in the District at an overall density not to exceed one dwelling per 80 acres (or half-quarter section).
