Plainview Council Vetoes BDPI Motion


Plainview’s City Council on March 23 turned down a motion to rescind a $1 million Business Development Public Infrastructure (BDPI) grant awarded to the City for the proposed Rolling Plains Business Park Development.


The Plainview News reports Mayor Keith Holm and City Council member Brandon Bauman voted in favor of rescinding the grant, while Don Kuschel, Holly Reeve and Lindsay Hammer Bartley voted No.


The City of Plainview applied for a BDPI grant in 2025. The application would assist the City in placing water and sewer infrastructure to a newly annexed parcel of land south of town.


The Rolling Plains development sits on 38.06 acres near Plainview’s wastewater treatment facility.


The developer, BA Holdings, wanted to create a business/industrial park for the City.


The City was awarded a $1 million dollar grant from DEED to complete the work to bring infrastructure to the parcel.


Mayor Holm said they will continue to work with the project during the Special City Council meeting, which drew about 25 people to City Hall.
