Wabasha County Commissioners on Sept. 1 approved a Non-Metallic Mining Conditional Use Permit (CUP) request for Milestone Materials, a Rochester-based regional supplier of construction and landscaping aggregates.

Milestone Materials submitted and was granted a non-metallic mining reclamation permit in 2025 to operate at the Highland Quarry, near Plainview in Highland Township.

According to the Plainveiw News, the company submitted an Environmental Assessment Worksheet (EAW) this past April as a prerequisite for applying for a CUP.

The County Planning Commission considered the request on Aug. 24 and voted 5-0 in recommending approval of the CUP, with several conditions.

Nonmetallic mining is defined by the Zoning Ordinance as operations or activities for the extraction from the earth of mineral aggregates and nonmetallic minerals, and related operations or activities.
